the freedom of the skies -- the one thing that the dictator cannot claim. anything can be found here. wild bird and flying pokemon roam freely, as do massive pirate airships and even more massive royal guard aircraft. this place is both beautiful and dangerous, freeing and restricting, which is why many both love and fear the sky. just be sure to be careful so you don't steer your ship or scooter into another craft.
